While the Oregon Capitol remained in COVID lockdown, preventing access to the building by legislators and the public this week, the House Committee on Rules continued to meet in order to pass anti-gun legislation.
Yesterday, on another party-line vote (4-3), the House Committee on Rules Democrats voted to advance SB 554 with amendments. These amendments were only made available four hours before the Committee voted to advance the measure to the Floor. Please contact your state lawmakers and ask them to OPPOSE Senate Bill 554.
Senate Bill 554 affects law abiding gun owners in Oregon by:
- Allowing Oregon’s more than 1,224 school district boards to prohibit Concealed Handgun License Holders (CHL) on their grounds
- Allows the State Capitol and airports to prohibit CHL holders
- Mandates one-size-fits-all firearms storage within your home and vehicle
- DOUBLES CHL application fees and increases renewal fees by 50%
- Potential felony prosecution and loss of your firearm rights for violations
As originally drafted, SB 554 gutted Oregon’s Preemption law by handing authority over to any municipality, to dictate firearms laws in any public building. The measure was referred to the House Committee on Rules in early April and was scheduled for a public hearing last week.
Less than 20 hours before the first public hearing occurred, a 23-page amendment was introduced. The amendment, known as A-20, sought to combine SB 554’s anti-preemption provisions with HB 2510’s mandatory firearms lock-up language into a single bill. Both SB 554, and HB 2510, have faced intense public scrutiny and overwhelming opposition this legislative session. Despite the short notice of the exhaustive amendment, the House Committee on Rules seemed to focus their attention and consideration solely on the A-20 amendment, rather than the publicly noticed SB 554 public hearing.
During the two days of public hearings on SB 554, 36 different amendments were proposed to the bill. After focusing the Committee’s attention on the A-20 amendment for the two days of public hearings, House Rules Committee Chairwoman Barbara Smith Warner announced that the Committee would instead be focused on the A-36 amendment, an amendment that was not ever made available for public comment.
To make matters worse, the work session had to be delayed to allow for the statutorily-required notice requirement to be met. Four hours after introducing the amendment, the Committee began its deliberations on the 23-page A-36 amendment, with no opportunity for public comment.
The House Committee on Rules ultimately passed SB 554, with the A-36 amendments offered by House Democrat Majority Leader Tina Kotek. SB 554, as amended, now heads to the House Floor for a vote, potentially as early as Tuesday, April 27. It is extremely important that you contact your State Senator and State Representative and ask them to OPPOSE Senate Bill 554.

We’re looked after by a wonderful French lady of such effervescent charm and charisma that had she burst into an impromptu performance of ‘Willkommen’,

LONDON, Sept 28 (Reuters) – Philip Morris International (PMI) said on Thursday it aims for more than two thirds of its
net revenues to come from “smoke-free” products by 2030, as the
world’s top tobacco company continues to shift away from cigarettes.
The Marlboro maker and the biggest tobacco firm by market value has
been on a drive to overhaul its business and find new revenue streams,
aiming to transform its image from a purveyor of cigarettes to one leading the drive towards healthier
alternatives.
It already aims for 50% of net revenues to come from “smoke-free” products like its heated tobacco device IQOS by 2025, and on Thursday expanded that target to over
two thirds of net revenues by 2030.
“We see a realistic path to becoming a smoke-free company over time, and this will be achieved market-by-market,” Jacek
Olczak, PMI’s Chief Executive Officer, said in a statement ahead of
the company’s investor day on Thursday.
PMI also announced new medium-term compound annual growth targets for 2024-2026, including organic net revenues of 6% to 8%,
organic adjusted operating income of 8% to 10% and adjusted
diluted earnings per share of 9% to 11%, excluding currency and assuming current corporate income taxes.
It is also targeting heated tobacco unit shipment volumes of 180 to 200 billion units by 2026 and nicotine
pouch shipment volumes of 800 million to 1 billion cans, the statement continued.
It expects ZYN, its leading nicotine pouch brand acquired via the
2022 takeover of oral nicotine company Swedish Match, to drive double-digit net revenue and
adjusted operating income for the company’s U.S.
operations over the 2024-2026 period, including the impact of IQOS investments, it added.
PMI is expected to launch IQOS, the main focus of its
investment in smoking alternatives, in the critical U.S.
market some time from next year. The roll out
will require spending upfront, including on local manufacturing.
Reuters reported on Wednesday that PMI has been hiring lobbyists across a host of key U.S.
states ahead of the launch.

Here, Edward is told by a doctor that ‘an alternative path has presented itself’.
In other words, medical science has found a way to reverse his condition, turning him into a perfectly attractive middle-aged man.
But Schimberg’s point, made with great satirical swagger, is that Edward, despite his radical change
in appearance, is still the same person underneath that he always was.
In his former condition he was befriended by his pretty, charismatic neighbour, Ingrid (Renate Reinsve),
a playwright. Now he is able to fall into bed
with her, and to star in a play she has written about their relationship,
little though she knows of his real identity.
I was even reminded of Tootsie (1982) and Mrs Doubtfire (1993) as Edward’s
new persona fundamentally fails to alter who he actually
is. This is illuminated by the arrival of Oswald, an Englishman with the same condition Edward once
had, but popular, witty, confident, and gloriously played by Adam Pearson (who really does suffer from a disfiguring condition called neurofibromatosis).
Pearson is probably best-known for his debut film, Jonathan Glazer’s brilliant Under The Skin (2013).
Which is apt, because this picture, too, is about what’s under the skin.

A couple of new documentaries catch the eye, too.
One of them is made by actress Sadie Frost, whose directing debut was a film about Mary Quant.
This time she turns to another fashion icon of the 1960s, with a feature called Twiggy.
And Elton John: Never Too Late promises a ‘uniquely intimate’ look at the star’s life and career.
It’s been made by his long-time partner David Furnish,
so… we’ll see.

and then you came back, you lost a lot of weight.’
He continued, ‘It was really impressive. It seemed very difficult.’
Gaga agreed, ‘I think we transformed into our
characters over a period of time and we continued to hone in every kind of detail.’
She plays a music therapist at Arkham Asylum in The Joker
and said: ‘We rehearsed the waltz in the film for two months which kind of falls apart.’
Phoenix noted about the musical aspect: ‘Part of the joy for me was to take standards and find a way that was
specific to the characters.
‘That was part of what was interesting for us. We started off
with references like Frank Sinatra and Sammy Davis
Jr and we started to emulate that sound.’
