WHAT THE NUMBERS MEAN: Many of Washington’s biggest lobbying firms saw their highest lobbying revenues in recent history in the second quarter as companies, trade groups and cities rushed to hire them to press lawmakers for help dealing with the pandemic. Brownstein Hyatt Farber Schreck’s lobbying revenue rose to $12.9 million in the second quarter, up from $11.2 million in the first quarter, making it the No. 1 lobbying firm in town, surpassing Akin Gump Strauss Hauer & Feld. It was the lobbying firm’s strongest quarter ever. Marc Lampkin, the managing partner of the firm’s Washington office, said coronavirus-related work accounted for the bulk of the rise in business.

— Akin Gump brought in $12.4 million in lobbying revenue in the second quarter, just shy of the $12.6 million in the first quarter. “The level of activity that we have seen over the last six months is unprecedented, evidenced by back-to-back quarters of more than $12 million in LDA revenue, which are our strongest-ever,” Hunter Bates, the co-leader of the firm’s public law and policy practice, said in a statement. “A major driver of this work has of course been the ongoing pandemic, which continues to have an enormous effect on the economy and touches pretty much every sector and industry.”

— Other top firms, including Mehlman Castagnetti Rosen & Thomas, BGR Group, Holland & Knight, Crossroads Strategies, Miller Strategies and Ballard Partners, also saw their highest lobbying revenue ever in the second quarter, although not all of the uptick was driven by virus-related work.

— Some trade groups cut their lobbying spending as they scrambled to help their members deal with the pandemic, though. The U.S. Chamber of Commerce spent $12.3 million on Washington lobbying in the second quarter, down from $15.8 million in the first quarter and $12.5 million in the second quarter of last year. The Chamber’s Institute for Legal Reform, which reports its lobbying spending separately, saw its spending drop even more sharply. The Institute spent $2.7 million in the second quarter, down from $5.9 million in the first quarter and $5.5 million in the second quarter of last year.

— “Our Q2 lobbying figures reflect a decrease in lobbying expenses as we marshalled and reallocated our resources to work with state and local chambers and educate small businesses on how to best use the CARES Act to weather the economic crisis brought on by COVID-19,” Neil Bradley, the Chamber’s chief policy officer, said in a statement. “This effort included a dozen guides, which have more than 3.2 million views online, to help employers navigate aid programs, and we hosted or participated in more than 500 calls and webinars with associations, companies, and local and state chambers.”

MORE TRADE GROUPS ASK CONGRESS FOR AID: The letters to lawmakers are coming faster and faster from Washington trade groups as Congress tries to hash out the next coronavirus relief bill before the August recess. The National Retail Federation sent a letter to House Speaker Nancy Pelosi, House Minority Leader Kevin McCarthy, Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer on Monday evening outlining the trade group’s five top priorities. They include expediting forgiveness of Paycheck Protection Program loans of up to $150,000, bolstering the Economic Injury Disaster Loan program, liability protections, a variety of business tax breaks and “a more targeted approach to support unemployed individuals in the next stimulus bill rather than an extension of the $600 supplemental benefit.”

— The American Hotel & Lodging Association sent a letter to lawmakers on Monday afternoon asking them to shore up the Paycheck Protection Program and “increase the maximum loan amount to ensure that it covers both payroll and the servicing of debt, property taxes, insurance, and utilities necessary to keep a hotel in business.” Brian Crawford, the trade group’s top lobbyist, also urged Congress to set up a commercial mortgage backed securities market relief fund, “with a specific focus on the hotel industry, as part of the Federal Reserve’s lending options,” among other asks.

— And a coalition of music industry trade groups, including ASCAP, Broadcast Music Inc. and the National Music Publishers’ Association, asked lawmakers for additional relief. “Since it appears that we are a long way off from a rapid recovery or a return to normalcy in our industry, it is imperative that unemployment benefits, disaster loans/grants, and PPP are extended and continue to be available for the self-employed,” they wrote.

INTEL HIRES NEW TOP LOBBYIST: Intel has hired Al Thompson as the next head of its Washington office. He was previously an in-house lobbyist for Raytheon, for which he led the commercial aerospace and space government relations team, and before that worked at the lobbying firm Mehlman Vogel Castagnetti (now known as Mehlman Castagnetti Rosen & Thomas). “Al Thompson’s deep experience in global trade, U.S. supply chain security, and issues related to AI, 5G and autonomous vehicle technologies will elevate Intel’s leadership on these and other issues,” said Jeff Rittener, Intel’s chief government officer, in a statement.

LAWMAKERS VOTE TO PROHIBIT FEDERAL WORKERS FOR DOWNLOADING TIKTOK: The House of Representatives voted overwhelmingly on Monday “to bar federal employees from downloading the video-sharing app TikTok on government-issued devices as part of a $741 billion defense policy bill,” POLITICO’s Cristiano Lima and Connor O’Brien report. The proposal, backed by Rep. Ken Buck (R-Colo.), was “part of a package of bipartisan amendments to the National Defense Authorization Act. The prohibition would extend to members of Congress and congressional staff.”

— “National security concerns about TikTok, owned by Chinese tech giant ByteDance, have picked up steam amid fears that U.S. users’ personal information could fall into the hands of government officials in Beijing. … Buck called TikTok a ‘serious national security threat’ during a floor speech Monday before the vote and said the data the company collects from U.S. consumers ‘could be used in a cyberattack against our republic’ if shared with Chinese government officials.”

Cognizant has hired Anil Cheriyan as executive vice president for strategy and technology. He was previously deputy commissioner of the General Service Administration’s federal acquisition service.
