As the National Rifle Association gears up for annual events next month in Indianapolis, another group is speaking out about rightful handgun ownership and accessibility as gun-related crimes increase. In advance of the NRA get-together, the group Hoosiers Concerned About Gun Violence will hold a “Teach-In,” to help shift the dialogue to focus on the surplus of firearms that contributes to an already violent society.

Jerry King, Hoosiers Concerned About Gun Violence, said it is proposing more background checks and improved enforcement of Indiana’s so-called Red Flag Law to address gun-related incidents – including suicide, domestic violence and homicide.

“We live in a nation, we live in a city, in a state that’s just awash with guns. And so we focus, really, in on that particular problem,” King said.

King added he understands many people will not readily relinquish their firearms, and his group would support legislation to limit sales and possession of assault weapons. The Teach-In event is scheduled for April 8th. Hoosiers Concerned About Gun Violence was created in 1992 when a teen fatally shot his parents after purchasing a weapon from a local gun store.

King said his nonprofit also was vocal in its opposition to Governor Eric Holcomb’s signing of House Bill 1296 into law last year, allowing people to carry guns without a license or permit.

“We just think that was the most reckless and foolish policy measure – and so, we are interested in a campaign that might see that very, very bad law reversed,” King said.

His group will also launch a leadership development program for 16-to-22-year-olds this fall, King said, focusing on conflict resolution, civic engagement and principles of democracy. The NRA events are coming up in downtown Indianapolis April 14th to 16th.

Michigan faith leaders are meeting with members of the state Legislature to push for action on gun safety.

House leaders, including Rep. Joe Tate, D-Detroit, and several others, are attending a Monday forum with the Council of Baptist Pastors and the group End Gun Violence Michigan. Democratic leaders, already working to pass gun violence legislation, are now “fast-tracking” the bills in the wake of last month’s deadly shooting at Michigan State University.

Ryan Bates, communications director for End Gun Violence Michigan, said the pastors will also discuss the effect gun violence is having on their congregations.

“Faith leaders are coming together with elected leaders to discuss the reality and the challenges that neighborhoods are facing, and to hear what legislators are doing about gun violence,” Bates explained.

Lawmakers are considering a package of firearms safety bills, including universal background checks, safe storage requirements, and red flag laws allowing judges to temporarily confiscate guns from individuals deemed to be unsafe. The forum is at the Jordan Missionary Baptist Church in Detroit.

The Feb. 13 shooting left three MSU students dead and critically injured five others. But Bates noted it was not an isolated incident. Every year, 1,270 people die, and guns wound more than 2,400 in Michigan.

He emphasized they hope to humanize the grim statistics.

“We’ll be hearing from survivors of gun violence — parents who’ve lost their children — who want more to be done,” Bates pointed out. “We know that the goal of ending gun violence, and having a state where all of our children come home from school or from a birthday party, that’s going to take a lot of work.”

Amid growing concerns about mass shootings, Washington state lawmakers are considering a measure to restrict high-powered guns.

House Bill 1240 aims to prohibit the sale, manufacture and distribution of semi-automatic rifles, categorized as assault weapons.

April Schentrup, whose daughter was killed in the Parkland, Florida, shooting in 2018, spoke about the need for the law.

“Because he chose that weapon, he was able to go through all three floors of the building shooting students and teachers as he saw them in the hallway but also through doors of the classrooms,” Schentrup stated.

Schentrup now lives in Washington state and advocates for gun safety measures. Opponents of the bill say it erodes their constitutional gun rights. The bill is waiting for a vote on the House floor. It has until March 8 to pass out of the chamber.

Dylan O’Connor, government affairs director for the Alliance for Gun Responsibility, said states prohibiting semi-automatic weapons have seen fewer mass shooting events and, if they do happen, fewer casualties. He argued the weapons have no role in public life.

“They happen to be the favored tool of the mass shooter,” O’Connor contended. “And providing as much of a barrier to entry on access to such dangerous firearms is great for public health.”

O’Connor added other gun legislation is in play this session as well, including a bill requiring a permit to purchase or transfer a firearm and a bill which would create liability for the gun industry.

Schentrup emphasized the prohibition on semi-automatic rifles is necessary.

“I truly believe that this bill, if it’s passed in the state of Washington, will help save lives,” Schentrup added.

Other states, including California, Hawaii and New York, have enacted similar bans on high-powered rifles. The gun lobby has opposed the measure.

In a Republican supermajority, Florida lawmakers are advancing bills that would remove mandatory training and fees to carry concealed weapons. So-called “permitless carry” has raised alarming new concerns among many Democrats, gun-control advocates and some law-enforcement officials.

Leon County Sheriff Walt McNeil said he doesn’t support the measures because interacting with people carrying weapons becomes much more difficult for his deputies. He pointed to an ongoing challenge within law enforcement of distinguishing between “good guys” and “bad guys” with guns.

“Trying to make those distinctions in the heat of a situation that you’re responding to just changes the dynamic of our interactions with citizens, exponentially,” he said, “and so I just don’t know the answer to those questions.”

Second Amendment advocates also are critical of the bills, for not going far enough to allow “open carry” of guns in the state, which some describe as “constitutional carry.” Currently, to get a concealed-carry permit, a Florida resident must have undergone firearms training, along with clearing a background check that shows they aren’t a convicted felon and don’t fall under a host of other restrictions.

State Sen. Jay Collins, R-Tampa, who’s sponsoring the Senate bill, said he believes the right to carry a concealed firearm should be “without a government permission slip.”

McNeil said he supports dropping the fees to acquire permits, but thinks the training and everything else should remain in place.

“Our constitutional right to carry a weapon, we should have that without having to pay for it, and we can achieve that simply by dropping the fee,” he said. “The other things don’t seem to bear any logic, from a community perspective.”

The House version of the bill includes school safety measures, such as expanding the school guardian program to allow private-school staff to be armed. It would also establish a program for firearm-sniffing dogs on school campuses and $1.5 million in grants so law-enforcement agencies can provide free gun-safety courses to the public.

Florida currently has 2.6 million concealed-weapons permits.
